Actually, i totally agree with Ben on this one. The issue is her notion of the border between right and wrong. To Primrose, (her) royal family comes above all else, and it’s only natural that anyone who did anything wrong, even the slightest thing, shall pay it with blood, no matter who may actually be responsible for it. A true absolute monarch, much unlike her father and brother.
As for Ben, i’m not sure he still believe she’ll listen to him at this point, but he’s still explaining her and giving her a chance, because he feels it’s the right thing to do. For once, that’s not foolishness on his part, which means he’ll be expecting a grudge from Primrose despite what he said and did in her favor.
