The way i see it, the army is loyal to the throne rather than a person, because it’s their job. That means if Primrose sits on the throne, with or without Ben, she still rules them. The exchange between Ben and Herrik is, to me, more to explain to Ben what we readers already figured out about how Primrose and how she views Ben.
